The Midland Redevelopment Authority (MRA) has faced monumental challenges in taking the outcomes of the 1997 Charrette and turning it into a viable plan for Midland and the Midland Railway workshops.

Shortly after the establishment of the MRA in 2000 it was evident that a number of previously identified constraints and opportunities affecting the site had changed. The MRA has facilitated a process that has combined rigorous site investigations dealing with the site's huge complexities, and the implementation of proactive design innovation for an area that has been suffering from steady economic decline.

The 2010 Concept Plan and report represent a commitment to ensure that the wealth of information gained through this process, the decisions on how to respond to constraints, and the necessary pragmatics of undertaking a largely self-funded revitalisation are documented and explained.

The concept plan report is not a final report, but is a wealthy source of information for the MRA and the general public to draw upon. The report is a compendium for the ongoing evolution of the area, and guides the MRA through the implementation of good decision-making.
